Agency Consolidation Changes the Face of State HR 

It's official. Legislation consolidating central service agencies took effect on  October 1, 2011. As a result:
  • HR policy functions are now part the Office of the State HR Director.
  • HR services now fall under the new Department of Enterprise Services.
As of October 1, there is no Department of Personnel.

Office of the State Human Resources Director
HR policy functions transferred to the Office of the State HR Director within the Office of Financial Management. These functions include:
  • Classification
  • Compensation
  • Recruitment Strategy
  • Workforce Diversity
  • Retention Strategy
  • Workforce Data
  • HR Metrics & Reporting
  • State HR Strategic Plan
  • LEAN/Process Improvement
  • Employee Engagement
  • PRB Appeals
  • Director's Reviews
  • Civil Service Rules
  • HR Forms & Records

Department of Enterprise Services

Operational support to agencies and back office functions have been consolidated into a new Department of Enterprise Services (DES). HR services housed within DES include:
  • Personnel/Payroll IT Systems & Centralized Payroll Processing (HRMS)
  • Employee Assistance Program
  • Small Agency HR Shared Service Center
  • Training & Development Services
  • Recruitment Assistance
  • Statewide Layoff Lists and Support
  • State Jobs Site (careers.wa.gov) and Central Job Seeker Support 

This website will continue to serve as a central source of HR information for Washington State government. The name has been changed to reflect its role as the state's HR website.
