HRMS Data Definitions

Data inconsistencies discovered in statewide reporting prompted what is now an on-going HRMS data cleanup process facilitated by State Human Resources.

The goal of the effort is to ensure HRMS data is complete, accurate, and consistent across agencies for agency-specific or statewide reporting purposes.

  • HRMS Data Definitions Q&A (3/21/13): Find answers to questions on HRMS Data Definitions.
  • HRMS Data Definitions Resource Guide (12/28/12): HRMS fields as defined by agency representatives, Rules and the Labor Relations Division.  Current definitions include: Contract, Contract Type, Employee Group, Pay Scale/Grade Area, Action Type, Action Reason.
  • Non-Employee Coding Reference Guide (5/3/13):  Guide to code Non-Employee groups such as Work Study students, Pages, Retired Firefighters, Board/Commission members on stipend, Superior Court Judges, Ecology Youth Corp, Reservists, Emergency Firefighters, and National Guard in HRMS 
  • Summary of active and obsolete Action Reasons for Action Types (updated 12/28/12):  Appointment Change, Change of Status, Concurrent Employment, Leave of Absence - Active, Leave of Absence - Inactive, New Hire, Quick Hire, Rehire, Rehire Quick Hire, Return from Leave of Absence, and Separation. Obsolete Action Reason codes will have a suggested alternative where applicable.

Data Definitions Process

A core group of individuals representing Rules, LRD, HR Metrics, Payroll, Training, and the HRMS Functional Team identify HRMS data inconsistencies and propose solutions for data cleanup. These solutions may result in defining field options with agency workgroups or documenting/refining processes.  In most cases, agency data cleanup activities are required.

Workgroups are formed from targeted agency personnel, depending on area of need and level of expertise.  Agency workgroups are essential for reviewing current coding practices and assisting in defining fields and/or processes.

Proposed definitions, process updates, and data cleanup efforts are communicated to the HR Advisory Group, HR Managers, and the Personnel/Payroll Association (PPA).  Final communications are relayed through the Department of Enterprise Services (DES) HRMS Communication process.

  • New Coding Options and Definitions to Ensure Accurate Statewide and Agency Reporting (12/28/12):  Announce new Action Type and Reason code definitions.
  • New Coding for Non-Employees, Board and Commission Members, and Elected Officials (12/28/12):  Announce new codes and process for identifying non-employees in HRMS.
  • New BI Layoff Activity Reports Available on HRMS Portal (7/14/09):  Announce new Layoff Activity reports.
  • HRMS Data Cleanup Phase 1 (7/09/09):  Instruct agencies on cleanup of Phase 1 fields in HRMS.
  • HRMS Data Definitions Project (updated 7/06/09):  Announce launch of the HRMS Data Definitions Project.
